Senate Bill 323 Hearing



October 1, 2025 Senate Medical Affairs Subcommitteehearing on SB 323 (“Unborn Child Protection Act”)in South Carolina:

Five VOICE members attended the Senate Medical AffairsSubcommittee hearing on Senate Bill 323 (the “Unborn ChildProtection Act”) in Columbia. Because of the large turnout, our members watched from a TV in the overflow room. Approximately 25 speakers in favor of the bill and 25 opposed were able to speak during the limited public-comment period. Unfortunately, none of our VOICE members were called to testify as our assigned numbers were too high in the order.



Those speaking against the bill offered deeply emotional and personal testimony—sharing experiences with miscarriage, medical emergencies, and the difficult decisions families face when pregnancy threatens a woman’s health or when a fetus has fatal anomalies. Their stories underscored the real-world consequences of restrictive legislation and the importance of preserving access to comprehensive reproductive care.



Outside the hearing, protests and rallies drew large crowds; organizations like Planned Parenthood and the ACLU of South Carolina mobilized opposition. No vote was taken following the conclusion of the hearing. The lead sponsor and chair of the committee, Sen. Cash, indicated further work would be needed and additional subcommittee consideration before advancing the bill.

Katrina is a former insurance executive and founder of Katrina’s Kids and served in the SC Senate from 2013 to 2025. She was known for her bipartisan advocacy on juvenile justice reform and women’s reproductive rights as a member of the “Sister Senators.”
